The two exams you need to pass
For permanent residence and citizenship, Lithuania requires the state Lithuanian language exam and the exam on the basics of the Constitution. Most people focus on the Constitution test, but it's the language exam that catches self-learners out.
1. The Lithuanian language exam (A2 level)
The state language exam is set at the A2 level — a basic, practical user of the language. It tests four skills: reading, listening, speaking and writing, all in everyday situations like introducing yourself, shopping, making appointments and holding simple conversations.
A2 is genuinely achievable for most learners with structured lessons. You don't need to be fluent — but you do need to handle real, practical Lithuanian confidently, especially speaking and listening.
2. The Constitution exam
The Constitution exam checks that you understand Lithuania's basic legal framework — the structure of the state, fundamental rights, and the duties of citizens. It's a multiple-choice test: 20 questions, and you need at least 14 correct (70%) to pass.
How hard is it, really?
The Constitution exam is very passable with focused study of the official question bank — it rewards memorisation and practice. The language exam is the part people underestimate. A2 sounds modest, but Lithuanian grammar (cases, word endings) trips up anyone trying to learn alone, and speaking under exam pressure is hard without practice.
How to prepare and pass
- Start the language early — A2 comes from consistent practice over weeks, not last-minute cramming.
- Practise all four skills, especially speaking and listening, which are usually the weakest.
- Drill the official Constitution questions until the answers are automatic.
- Learn with a teacher who corrects your Lithuanian properly — small-group or 1-on-1 beats self-study for the speaking section.
